Patterson Council moves forward on plant funding


PATTERSON — As plans for the new water plant move forward, so does the funding mechanism to pay for it.

City leaders here Tuesday introduced an ordinance to issue $5 million in bonds to pay for half of the water plant costs. The tax supporting those bonds was approved by voters in April 2011 but has yet to be collected.

Meanwhile, the council also introduced the ordinance collecting the 12.41 mills on property for 2012 that pays for the bond and a separate ordinance levying a general alimony tax of 8.29 mills for the year.

The remaining funding comes from loans that will be paid for by increases in water rates.

Those rates officially kicked in Tuesday, so residents will see the first increases in their bills in June. Mayor Rodney Grogan also put residents on notice that as of Tuesday there will be no sewer adjustments. If a line is leaking and the resident racks up both water and sewer rates as a result, previously the city would forgive a portion of the sewer rates which are based on water usage. That will not occur anymore, the mayor said.

The council learned that designs for the plant are 20 to 30 percent complete with a December ground breaking still scheduled.

Meanwhile, the council:

—Learned Catherine Street sidewalks should be complete in two to three weeks. Concrete pouring is set to begin Thursday.

—Heard from the mayor about a $5,000 grant the city received to combat childhood obesity through improving the city’s infrastructure with the goal in mind to move children outside and away from video games that keep them sedentary.

—Recognized nearly two dozen retired teachers who reside in Patterson.

—Approved a bucket drive fundraiser for Tri-City Ballers basketball team May 12, 9 a.m. to 4 p.m., at West Main and Catherine streets.

—Approved a proclamation declaring April as Fair Housing Month.
