Parish government audit receives a passing grade

A clean opinion was issued on the St. Mary Parish government’s 2012 audit.

A report on audit findings was delivered to the council Wednesday during its regular meeting by Guy Pitts of the Pitts and Matte accounting firm.

The report shows $17.6 million in total assets and $52.8 million in total liabilities for a total net position of $114.8 million. The bottom line was increased $700,000 over the previous year.

Governmental fund totals show $30.4 million in total revenue and $28.5 million in total expenditures. After reduction of $2.8 million in costs associated with bond refinancing charges and fund transfers there was $900,000 available for spending at the council’s discretion.

The general fund balance at the end of the year was about $2.7 million. Revenues totaled $8.06 million and expenditures were at $8.26 million.

Pitts also reported on four fee based operations that continue to come in with revenue shortages subsidized by the parish.

He said those include the landfill, sanitation and sewer construction operation; small animal control; the jail; and the golf course.

Shortfalls in the report were shown as $1.64 million in sanitation; $130,000 in animal control; $450,000 in the jail; and $510,000 in the golf course.

The council accepted the audit report unanimously.

In other discussion the council:

—Told Irish Bend Road resident Daisy Metz that they would request increased patrols by the Sheriff’s Office in response to her complaint of frequent burglaries and trespassing on her property adjacent to Welch Road.

—Passed a resolution on a contract to the low bidder on the pump station rehab project at Harry P. Williams Memorial Airport.
