Police Reports 1-3-14
A Franklin man has been arrested in connection with a report of indecent behavior with a juvenile, according to Police Chief Sabria McGuire.
Alfred Jamal Hilliard, 25, of 504 Sixth St., was arrested Tuesday following a joint investigation by the FPD’s Technology Unit and the St. Mary Parish Sheriff’s Office.
During the investigation detectives allegedly found evidence on Hilliard’s cell phone that he was engaged in lewd and lascivious behavior with a 15-year-old.
Hilliard was charged with indecent behavior with a juvenile, computer aided solicitation of a minor for sexual purposes and attempted possession of pornography involving a juvenile. He is being held with bond set at $40,000.
“It is the mission of the Franklin Police Department Criminal Investigations Division Technology Unit affiliated with the Louisiana Attorney General’s Office ICAC (Internet Crimes Against Children) task force to protect Louisiana’s children online,” McGuire said.
The chief encourages parents to be aware and mindful of the dangers involving minors online and strongly urges parents to notify their local law enforcement agency if they suspect any illegal activity involving minors online.
In unrelated activities McGuire reported the following arrests:
Dylan A. Leblanc, 20, of Cedarwood Street, Franklin, was arrested Wednesday at 12:01 a.m. on a charge of DWI under 21.
He was released on a $2,500 bond.
Six people were arrested Wednesday at 1:48 a.m. after officers responded to a complaint on Ninth Street.
They included Tashib Guilbeau, 18, of Easy Street, Franklin; Theophilos Porter, 21, of Prairie Road, Centerville; Eulalia H. McCoy, 18, of Snead Street, Berwick; Amber S. McCoy, 17, of Snead Street, Berwick; Angelle L. Stansbury, 23, of Ninth Street, Franklin; and Kayla Jackson, 22, of Cedar Street, Franklin.
Each was charged with possession of marijuana, possession of drug paraphernalia, and illegal use of a controlled dangerous substance in the presence of a minor under 17.
The possession charge was a second offense for Eulalia H. McCoy who was also charged with disturbing the peace. Stansbury also was charged with resisting an officer with force. All were released after posting bonds.
Keith Davis, 29, of Willow Street, Franklin, was arrested Wednesday at 7:37 p.m., on a warrant issued by Third Ward City Court for failure to appear on a charge of no insurance and driving with a suspended license. Davis was processed and held on a $460 cash bond.
Three people were arrested Thursday shortly after midnight following an investigation into reports of drug activity in the vicinity of Northwest Boulevard.
Charged with distribution of crack cocaine were David Jones, 47, of Baytown, Texas, and Christi Henry, 30, of Billiard Street, Baldwin. Christy Boudreaux, 33, of Wisner, La., was charged with possession of crack cocaine. Bonds had not been set as of press time.
St. Mary Parish Sheriff Mark Hebert reported the following arrests:
Kendall R. Banks, 18, of 302 Carol Road Apt. 12, Bayou Vista, and Ryan J. Bowman, 18, of 635 Teche Road Lot B, Bayou Vista, were arrested Thursday at 3:28 p.m. on charges of theft of more than $500. They were released on summonses.
Frank Rock Jr., 26, of 321 La. 182, Bayou Vista, was arrested Thursday at 7:28 p.m. on charges of simple assault, simple criminal damage to property, disturbing the peace, battery of a police officer and threatening a public official. He was transported to the parish jail for booking and incarceration. No bond is set.
Tracy Silva, 49, of 402 Halsey St., Morgan City, was arrested Thursday at 6:40 p.m. on warrants charging her with theft of goods, simple battery, and aggravated assault; and failure to appear on a charge of theft. No bond is set.
Ryan Sullivan, 23, of 126 Mendoza Drive, Patterson, was arrested Thursday on a charge of criminal damage to property and on a warrant for failure to appear on charges of driving under suspension and failure to obey traffic-control devices. Bond was set at $3,000.
