Ban on smoking on courthouse grounds proposed

A new ordinance was introduced Wednesday that if adopted would eliminate smoking anywhere outdoors on parish property at the courthouse in Franklin.

The ordinance was introduced during the St. Mary Parish Council’s meeting by at-large Councilman Steve Bierhorst and includes the parking lot and adjacent property surrounding the Blevins building and parking areas.

The parish’s current ordinance allows for smoking in designated areas in the front parking lot. Those would be eliminated, according to Bierhorst.

Also introduced without discussion was a saggy pants ordinance.

It would prohibit “below the waist skin/undergarment exposure in public places.”

Ordinances adopted by the council Wednesday included:

—New fiscal year millage rates for the purpose of maintaining and supporting the parish library system and the parish criminal justice system. The library property taxes, which are not assessed in Morgan City since an independent library is operated there, total 6.97 mills. The law enforcement taxes are 3.62 mills within municipalities and 7.25 outside of the municipalities.

—A specific use permit for Idlewild Farms, represented by Michael Accardo on property belonging to the Joseph P. Duhe Family, LLC at 3200 La. 182, near Patterson; and the rezoning of property at 9070 U.S. 90 Frontage Road, Centerville, in behalf of Ronnie’s Airboat Fabrication, LLC.

The council also passed resolutions on a notice of no objection and support to a mural on the floodwall at the entrance to Russo Boat Landing; asking the Louisiana Congressional delegation to amend or revise the Biggert-Waters Flood Insurance Reform Act of 2012 to eliminate or reduce the sudden negative impacts to citizens and businesses nationwide; and authorizing participation in the Quality Jobs Program by Intermoor Inc.

A request by Councilman Charles Middleton, District 2, to transfer $5,000 each from Wards 1, 2, 3, 4, 7 and 10 three-tenths sales tax funds to the City of Franklin and community of St. Joseph for summer youth programs was approved.

Appointments included that of Wynord Thomas to the Board of Adjustments and Alton L. Broussard Jr. to Consolidated Gravity Drainage District 1. Councilmen Sterling Fryou and Ken Singleton were absent.
